PHS – Required Financial Conflict of Interest Training for Researchers

The Public Health Service (PHS) published in the Federal Register a new Financial Conflict of Interest (FCOI) Regulation which takes effect no later than August 24, 2012.

One requirement of the regulation is that all investigators must complete FCOI training, before engaging in the research. An investigator is defined as the principal investigator and any other person, regardless of title or position, who is responsible for the design, conduct or reporting of the research. DSR is interpreting this to mean the PI and the persons named in the Notice of Award as Key Personnel.

This only impacts PHS (NIH, CDC, FDA, etc.) funding and other non-federal sponsors that adopt the policy, for example American Heart Association. There is no change to the NSF Financial Conflict of Interest Regulation.
